What was going on?

I watched assorted episodes of "Family Guy" tonight while I ate my very nice own-recipe spicey veggie meatballs and pasta and had some very nice Chilean Cabernet Sauvignon from Lidl. I had the laptop on standby and when I went back online it came up with:
"HTTP Error 403: The service you requested is restricted
The service you requested is restricted and not available to your browser
The restriction can be based on your IP-address, hostname, browser software, time-of-day or other variables. Most likely you requested a service that was made available to a restricted subnet."
I was unable to access most sites. So I rebooted from scratch and it now seems to be OK. Wonder what that was all about?
